During the course of a year, the population density of the Spanish coastline fluctuates between conditions of total overcrowding and complete emptiness. The project responds to this context by providing an urban strategy with the capacity to react to and accommodate the varying conditions and requirements that result from the changes in population density. The project proposes an artificial ground, floating between the city and the sea, in order both to intensify and to soften the impact of current conditions.   A folded structural plate prototype draws tribes of tourists into a system of woven piers.  The need to negotiate various densities of use occurring during specific periods of time led to a rethinking of the role of the piers and the flotation quality that is inherent to them. As a result, a flooding regime system was introduced allowing the structure to react to the variable density by intensifying or softening it according to the specifics of the colonizing tribes.
