The proposal is located within a master plan that strictly defines the building footprint and envelope.  The proposal is expected to operate as a major civic building in Madrid’s new political center located within its wider metropolitan area.  As the tight guidelines and planning requirements clearly define the overall volume of the project, the design scope for the project is relegated to the development of the façade envelope.  An intricate tessellated façade system is developed in order to produce a differentiated series of apertures and openings that resonate with images of political constellations.  Building performance such as daylight modulation, building permeability and transparency/opacity are integrated into the system of tessellation
